The State Takes Shape: Metropolitan Infrastructure Finance and Delivery in London and New York City

My research project explores processes of state formation by analyzing the financing and delivery of metropolitan transport and water infrastructure. It investigates comparatively the relationship between politics and infrastructure, national, metropolitan, and local governments, the public and the private sector, and the state and the investment community, through the cases of London and New York City. In four episodes of infrastructure formation after the financial crisis, my project explores how metropolitan infrastructure is politically mobilized to realize state objectives and how the changing and contested priorities of the state underpin struggles over the boundaries between metropolitan and national government, the public and the private sector, and the state and the investment community.
